Nearly one in four farmers from Chhatrapati Sambhajinagar district who were named under the Punyashlok Ahilyadevi Holkar Shetkari Karjmukti Yojana had still not seen the waiver reach their loan accounts by early October. The first two lists put 1,26,286 of the district’s farmers up for Aadhaar authentication. Of them, 93,268 have received a combined ₹698.93 crore over three instalments. Among the rest, 23,287 farmers have not yet completed Aadhaar authentication, according to the district deputy registrar of cooperative societies, as reported by Navbharat Live on 2 October.
The cooperation department has said with every list that the waiver cannot be paid into a loan account until Aadhaar authentication is done. The deputy registrar has asked farmers whose authentication is pending to finish their e-KYC at the nearest Aaple Sarkar Seva Kendra without delay. Below is a step-by-step guide to the process, what to do if fingerprints are not accepted, and where to complain.
Chhatrapati Sambhajinagar district: the numbers
- Farmers whose details banks entered on the scheme portal: 1,90,701
- Names put up for authentication in the first two lists: 1,26,286
- Authentication completed: 1,02,999. Still pending: 23,287, or about 18 per cent.
- Farmers paid: 93,268, a total of ₹698.93 crore. The first instalment put ₹231.16 crore into 35,540 accounts, the second ₹287.34 crore into 39,405 accounts and the third ₹180.43 crore to 18,323 farmers. Of the third instalment, ₹8.84 crore went to 1,929 accounts with the district central cooperative bank and ₹171.59 crore to 16,394 accounts with nationalised and commercial banks.
- That left 33,018 listed farmers (about 26 per cent) waiting for their money at that point: the 23,287 yet to authenticate and 9,731 who had authenticated but not yet been paid. These two figures are our own arithmetic from the official numbers above.
- The 12 October third list added another 19,140 farmers from the district, according to district-wise figures published by Pudhari. The authentication figures above predate that list. District figures for authentication after the third and fourth lists are not yet available.
- In July, the district lead bank manager said 712 farmers’ bank accounts were not linked to Aadhaar and asked them to get this done at their bank.
The picture across the state
- The cooperation department has published four lists so far: the first (24 July) with 16,96,201 names, the second with 4,19,737, the third (12 October) with 3,51,192 and the fourth (Thursday, 22 October) with 1,15,697. That is 25,82,827 farmers in all.
- The fourth list covers farmers who hold crop loan accounts with more than one bank and owe less than ₹2 lakh. Cooperation Minister Babasaheb Patil said it has been put up at bank branches, vikas societies and gram panchayats. The Chhatrapati Sambhajinagar figure for this list is not yet available.
- By 30 September, 17.21 lakh loan accounts had completed Aadhaar authentication out of about 20.15 lakh farmers in the first two lists, Marketing Minister Jaykumar Rawal said in Dhule on 1 October.
- According to the government’s 22 October statement, ₹13,275 crore has so far been credited to the loan accounts of 15.85 lakh farmers.
- The government has not published a statewide figure for pending authentication since the third and fourth lists. Other districts report the same bottleneck: in Satara, 5,052 farmers’ e-KYC is pending and 2,737 have no farmer ID, Sakal reported on 18 October.
How to complete Aadhaar authentication, step by step
- Step 1, find your name: Check the list put up at your bank branch, the village vikas society or the gram panchayat. Note the unique ID number printed against your name. The cooperation department says eligible farmers are also sent an SMS on their registered mobile number.
- Step 2, check the dues: The amount on the list is as of 31 March 2026. Match it against your passbook or loan account statement first.
- Step 3, farmer ID: The benefit requires AgriStack registration (a farmer ID). If you do not have one, get it made through the village talathi or agriculture assistant, Satara’s district deputy registrar has advised.
- Step 4, bank account and mobile: Confirm at your bank that your account and mobile number are linked to Aadhaar. Sakal’s Satara report names a missing link as one of the main reasons authentication gets stuck.
- Step 5, what to carry: Aadhaar card, the unique number from the list, bank passbook and the mobile phone linked to Aadhaar.
- Step 6, where to go: The nearest Aaple Sarkar Seva Kendra or CSC centre. About 32,000 centres across the state offer the service; in July, 767 centres in Chhatrapati Sambhajinagar district had it. Some districts also allow it at the bank branch.
- Step 7, go in person: Authentication is by fingerprint (biometric), so the farmer named on the list should go personally. Satara’s district deputy registrar has also mentioned an OTP option; ask at your centre which method it uses.
- Step 8, accept or reject: Once the unique number is entered, you can record whether you accept the Aadhaar details, the bank account and the loan amount, the Wardha administration has said. If the amount looks wrong, mark it as not accepted and file a complaint.
- Step 9, no fee: The service is free. Cooperation Commissioner Deepak Tavare has ordered centre operators not to charge farmers. If anyone asks for money, report it to the tehsil office or the assistant registrar’s office.
- After that: Once authenticated, the waiver is credited straight to the loan account. Payments go out in instalments, and the government has not announced a date for the next one.
If fingerprints fail, or the farmer is elderly or has died
- The cooperation department issued a standard operating procedure (SOP) on 19 August 2026 for beneficiaries who have died, elderly beneficiaries and those whose fingerprints do not register.
- If the farmer has died: The heir should take the death certificate to the bank. The bank records the heirs on the loan account and uploads their details, such as Aadhaar number, farmer ID, savings account and share of the loan, to the scheme portal. A fresh list with a new unique number follows, and each heir must complete Aadhaar authentication separately. Every heir must have a farmer ID. The waiver is split in proportion to each heir’s share.
- If a deceased farmer’s name is on the list, relatives should mark the Aadhaar details as not accepted at the centre, the Wardha district administration has advised.
- If the farmer is elderly or fingerprints do not register: The government’s published statements do not describe the alternative route under the SOP. If attempts fail at the centre, do not leave it there; ask at your bank branch or the taluka assistant registrar’s office what the SOP requires next.
- If you have locked your Aadhaar biometrics, unlock them first through the UIDAI website or the mAadhaar app; fingerprints will not match while the lock is on. If age has worn your fingerprints, a biometric update at an Aadhaar centre is another option.
Is there a deadline?
The government has not announced any deadline for Aadhaar authentication. The cooperation minister has asked farmers to complete it in time. The date 31 March 2027 is about something else: it is the last date for farmers covered by the one-time settlement (OTS) option, who owe more than ₹2 lakh, to pay the portion above ₹2 lakh. The longer authentication is put off, the later the waiver arrives.
Where to complain
- Start with your bank branch.
- At the taluka level, complaints can go to the grievance committee chaired by the tehsildar or to the office of the taluka assistant registrar of cooperative societies.
- At the district level, contact the office of the district deputy registrar of cooperative societies. Wardha district has a district grievance committee chaired by the collector.
- Attach the unique number from the list, a copy of your Aadhaar and your loan account statement. Write down what happened at the centre, such as fingerprints not matching or the amount being marked as not accepted.
